My Lords, I declare an interest as a serving Army Reserve officer. I was not going to speak on this group, but the discussion so far has prompted me because, without wishing to prejudge the Committee too much, I am probably the one who went through the recruit process most recently—albeit six years ago. Things have probably changed for the better since then. I agree with the noble and gallant Lord, Lord Stirrup, that recruit training needs to be vigorous and arduous, because you are turning civilians into soldiers, sailors and airmen. I also agree with my noble friend Lord Lancaster that applying service law, and benefits thereof, at the point at which someone becomes an applicant would be too early. But, to pick up on the point of the noble Viscount, Lord Stansgate, yes, attestation is exactly that point. I can speak only for the Army recruitment process. It is very good at training you and telling you where you need to be, at what time, and with what kit and equipment, and it is good at telling you what you are going to do. What this amendment perhaps points towards is that it could communicate better to recruits not only their obligations but their rights. The National Recruiting Centre holds everyone’s personal information. It could be as simple as an email from the Armed Forces, subbed by the Armed Forces commissioner, saying, “You have now attested. These are your obligations, rights and benefits”. That would take care of all of these issues.
