Debate

House of Lords (Hereditary Peers) Bill

Contribution

My Lords, once again we have had a fascinating debate. The Government may not have wished us to discuss this and to take an hour to do so, but noble Lords on all sides of the House have welcomed the chance to raise this important point. As I said at the beginning, like it or not, a tiny number of Peers come into this place for only a few minutes each day—then they disappear. That is quite a different matter from those who come here and participate at some level in discussion, including on a committee. I do like Amendment 63, tabled by the noble Lord, Lord Cromwell. He made the point that, if we do not tackle this now, we never will. Both our amendments call for this special committee to be set up, which will come up with metrics and decide on a level of participation. My noble friend Lord Strathclyde was right to say that this is an important constitutional matter and that it is right to discuss it now.
