My noble friend Lord Swire made a very powerful speech. We are not making judgments on Peers who speak often, nor on the quality of their speeches. The metrics would determine those Peers who are not participating at all or who are participating at such a very low level that they do not deserve to be here. The committee would decide that, not this House.
