The CQC links that to rising detentions under the Act, because they can lead to a “greater likelihood” of people displaying behaviours that meet the threshold for detention under the Act. That is despite the fact that they may not have any form of mental disorder. Can the Minister say whether mental illness arising from drug misuse is likely to play any part in the decisions that the Secretary of State will make around what might constitute a specified risk factor that increases the risk of detention under Part II?
