Amendment 52, tabled by the noble Baroness, Lady Noakes, would require the statement to be withdrawn if either House of Parliament resolved not to approve it. I think she has actually been rather restrained here. Her amendment is the equivalent of the negative procedure for a statutory instrument. I would have been more tempted to require it to be at least subject to the affirmative procedure, which I think is what the noble Earl, Lord Russell, is proposing with his Amendment 54.
