We have already heard that a quarter of basic rate taxpayers on salary sacrifice will be caught by this. If the Government want to address the costs of pension incentives, I respect that. I have written a number of papers over the years explaining how we might do so and that there are perhaps some social benefits from doing so. But what is the pension policy? What is the strategy? There does not seem to be a coherence here. If we want to help lower earners or middle earners—that is, basic rate taxpayers, in many cases—to be able to accrue better pensions over time, surely the last thing we want to do is to put them or their employer off increasing pension contributions.
