Then there is the issue of timescale, of which we have seen no detail so far and with which, I am afraid, in the past we have had bad experiences. A brisk timescale is vital, yet some of us are still waiting for the results of the round table set in motion by the Sunak Government—the noble Baroness, Lady Penn, may wish to refer to this. Finally, there is the fundamental issue of where we would see the legislative basis for the statutory guidance that the Government favour to deal with this issue.
