Grenfell Tower Inquiry Phase 2 Report

The noble Baroness is right but I think we would all want to ensure that the CPS has the time and the resources to ensure that, if it brings prosecutions, it is confident that it has the evidence to prosecute so that it can be fully considered. That is partly why this is taking so long but we are assuring it that this will not be a matter of resources; we want it to do its duty as quickly as it can. We have made a commitment to the duty of candour; it is a really important factor. When the legislation comes before your Lordships’ House, it will be primary legislation and considered in the usual way. I sense that the time has come. I remember that, when this was first mooted a number of years ago, there was quite a resistance towards it in terms of why it was required—that is, why did we need a duty of candour? I think we all know why we need a duty of candour now.
