Civil Aviation (Consumer Protection and Regulatory Reform) Bill [HL]

The point that the Minister makes about emergencies and so forth is not reflected in the text of the Bill, which says on page eight: “Regulations are excluded regulations if the Secretary of State considers that their only substantive effect is temporarily to disapply or modify a requirement as to regularity of use of slots”. That would cover the airport slots regulations that we debated last week. Those would move from being affirmative procedure SIs to negative procedure SIs. The additional stipulations that the Minister mentioned are not reflected in the clause that defines an excluded regulation.
