I say again to the noble Lord, Lord De Mauley, that although I am not convinced that this matter needs to be settled in primary legislation, I have heard the wide range of views and opinions expressed that do not agree with where the Government currently are. I will take those points away and consider them carefully. I share the noble Lord’s desire to ensure that the regional councils have a strong collective voice. I hope that gives him some reassurance, as we are in Committee, and that he will not press that amendment or the others.
