The noble Lord challenged me to say how all this will be reported and what accountability there would be. There will be parliamentary accountability. That is a powerful thing to say about a particular organisation. I know there is a difference because, under the Bill, responsibility for producing the report rests with the RFCA or such other person or body as the Defence Council may determine. The responsibility for delivering the report will be given to the new RFCA, but the Bill also gives the Defence Council the ability, if it sees fit, to commission the report from another suitable person or body outside of defence. The Bill does not require it; it just says “if it sees fit”.
