As I have just said to the noble Lord, Lord Harlech, and others who asked about accountability, it is right that primary legislation should secure the requirement for annual reporting, rather than fix a particular organisational model in statute. In that way, we protect the outcome of rigorous reporting to Parliament without unnecessarily fixing the means of delivery in primary legislation. With those remarks, I hope that the noble Lord will see fit to withdraw his amendment.
