What is the working definition of “may be relevant” that public authorities and officials will be given to enable them to navigate their statutory duty under Clause 2(3)(a)? It would be helpful for noble Lords to see a draft of the guidance before we proceed to Report. Perhaps the Minister would be able to assure the Committee that that guidance will be given to us before Report.
