I hope that noble Lords recognise that the strike record of passenger services in recent years has been rather worse than the record of open-access passenger operators and indeed freight operators. There have been very few strikes in the freight sector. I recall that years ago one of the reasons for privatisation and the franchising process for passengers was that Ministers—not any of the Ministers who are here now—said that if we had half a dozen or a dozen different franchises, each with their own ability to negotiate terms and conditions with the trade unions, it would be much more difficult for the trade unions to hold the whole country to ransom. If we are going back to that, there is a downside. I only hope that we can get it right this time and do not go back to what it was like 20 or 30 years ago when the strikes seemed to be going on for ever.
