Speaking in the House of Lords on 12 October 2026

Debate

Railways Bill

Contribution

The noble Lord is right. I thank all the volunteers who work in these areas and indeed other areas; I am sure this country would not run as well as it does without volunteers in various sectors, from football, which we have spoken about in previous debates, through to heritage railways. However, it is also important that in the Bill we should not be looking to legislate on what that looks like. We need to take this outside the Bill so that we can have conversations about what is appropriate and what smaller groups can do. That is why it is important that this conversation continues.
