The economy provides the context and framework within which social mobility operates. A healthy, dynamic economy challenges the incumbent elites and creates space for talent to rise. That requires, as I have said, place-based growth, credible local growth plans, competitive and coherent tax policy, and a culture that supports enterprise, rather than stifles it. Above all, we need to focus on absolute measures of social mobility, not merely relative ones. It is not enough simply to reshuffle who sits where in an unchanged hierarchy. Our task must be to expand opportunity itself in order to increase the number of people who can access good work, stable housing and meaningful progression, regardless of where they start.
