Devolution has the potential to play a crucial role in that effort. By bringing decisions closer to local markets, educational systems and housing needs, it offers a way to grow opportunity in real, tangible terms, rather than redistributing scarcity from one group to another. I anticipate the Minister arguing that these amendments are not required—but I hope not. I will listen carefully to her response, particularly on why that is the case and, importantly, what alternative action the Government are taking to advance absolute social mobility and youth employment.
