Combined authorities and combined county authorities are experts in their own local areas. They are best placed to decide how to consider general health determinants for their communities. The Bill as currently drafted allows them to do just this without being too restrictive. I also note that this amendment would apply to combined authorities only and not to combined county authorities, creating inconsistency in how the duty operates.
