Illegal Off-road Bikes: North-east

That is a shocking statistic. We will certainly take that away and see whether that is replicated elsewhere. We will ask our NHS colleagues to see whether there is data on that and how it is gathered, but that would be useful. On what more we can do, I am having a series of conversations with MPs and I will do a couple of roundtables. I know a lot of MPs are interested in this space—I understand there is a WhatsApp group—and want to give their views. We have obviously taken some steps, such as the powers to seize these vehicles and not have to give notice, and the powers to extend dispersal orders, as well being able to dispose of these vehicles quicker than before. On the point my hon. Friend the Member for Darlington made about PSPO breaches, we have increased fines to £500. It is not the answer to everything, but it is at least something, going from £100 to £500. We are looking at a number of different areas, and all the things that have been suggested are things we are looking at. I cannot promise that there will be magic money and, although I would like to, I cannot wave a wand and give all police forces extra money to tackle this problem, but we are very much looking at this challenge in the round and I know that the Home Secretary is very interested in this area, too. There are legal changes we can think about, which obviously involve the need for legislation and to go through that process, so what are the things we could do sooner rather than later? How much can we corral police forces that carry out big operations that take these vehicles off the streets and dispose of them, and look at that nationwide? There are issues around training for officers, which we are looking at. My hon. Friend the Member for Darlington talked about the dangers of pursuing someone, but to be able to pursue, officers need a level of driving training. We need to look at whether there is an issue with the number of officers we are training. I talked only today with the new inspector of His Majesty’s inspectorate of constabulary and fire and rescue services, who has just started his new role—he was the head of the College of Policing—about the things in this space that we can think about doing. There is obviously a big piece of work to be done across Government about the rules for how these things can be used. The point made by my hon. Friend the Member for Darlington about people not understanding that a lot of this is illegal is absolutely right. The existing legal situation is messy when it comes to what someone can and cannot do, and we need to work across Government to address that.
