If communities are not engaged and do not feel ownership over decisions, and if local authorities feel that they have the responsibility but not the powers or funding, they will not feel that they are part of the solution. That is a timely reminder for this debate. I hope the Minister will reflect carefully on the points made today, and I look forward to continuing this discussion as the Bill progresses. I beg leave to withdraw my amendment.
