The next wave of strategic and combined mayoral authorities will cover vast rural areas, so it seems that we need to be more flexible in the process of devolution. Devolution is all about flexibility and empowering local communities, and I am sure it is the Government’s intent that that should be the case. We may need this extra flexibility in the areas of competence and in the commissioners that are appointed to work for and service the strategic authorities and mayors.
