Before I call the noble Lord, Lord Davies, I point out to the Committee that there is an error on the Marshalled List, in that Amendment 30 is to Clause 10 and not Clause 9, as it says here. It makes no practical difference to the debate, but it will do when we call the amendments later. Clause 9: Power to modify scheme to allow for payment of surplus to employer Amendment 23
