By caveating this sensible policy with a stringent tracking requirement, the Government will pass into law legislation that favours not victims but criminals. It will place constraints upon the police and force the public to change their behaviour so as to make untraceable property trackable. This will cost time and money. Criminals will still have the safety of their own residence for a large proportion of thefts and will be free to dismantle and sell on stolen goods until our overburdened court system issues a warrant. There is an easy solution: remove the electronic tracking requirement and allow senior officers to use the discretion they are trained to have to decide whether a search is warranted.
