I hear the point that the noble Lord, Lord Pannick, makes. We have drawn a line in the defences. I come back to the principle that the power to be used by the police officer, not the Government, is to determine this in the event of suspected criminality occurring. There may not be, in the case that the noble Lord has mentioned, the need for that designation, because the police may make a judgment, which is their judgment to make, that a protest outside the Iranian embassy, for example, would not lead to potential criminal activity. That is the judgment that we are making. That is the line that we have drawn. I see the point that he has made, but that is the defence that I can put to him today. Because—
