However, our view is that the panel proposed by this amendment would replace the Parole Board’s remit. The Parole Board is made up of judicial members, as well as members with specific experience in areas such as psychology and psychiatry. With these backgrounds, and the IPP taskforce that the board has set up, there is considerable experience in reviewing and managing IPP prisoners’ cases.
