Heat Networks (Market Framework) (Great Britain) (Amendment) Regulations 2025

One of the responses provided by the Minister provoked a question in my mind; at this point, I should perhaps declare that I am a vice-president of the Local Government Association. The Minister said that there would be fines for systems—we were talking in particular about those long pre-existing, 1960s and 1970s-type systems—and that they could potentially be transferred to another authority. Of course, many of these systems will be owned and run by either councils or arm’s-length organisations that used to be owned by councils or housing associations. I will understand if the Minister wants to write to me, but are the Government considering the fact that many of these will not be commercial providers?
