I beg the indulgence of the Committee to specifically answer the reasonable point made by the noble Lord, Lord Bach. There is and has been for many years significant concern about the overpolicing of some communities. That has given rise to a number of key initiatives, including the police action plan, which the noble Lord with his great expertise is well aware of. That is based on the collection and collation of data around ethnicity. You cannot have one without the other, I am afraid. Therefore, to keep the faith and trust that taxpayers have in the criminal justice system, one has to collect as much data as possible. If one collects it to prevent overpolicing, one should also collect it for other reasons, so that you have a clear, transparent system.
