There is quite a lot to cover in this group. My noble friend has made the point. We never suffer from having too much information. If it is collected in bits and pieces, there is the danger of distortion. The report by the noble Baroness, Lady Casey, exposed a decade-long data collapse and made it clear that this should not carry on any longer. This is an area in which we have dragged our feet for too long. The majority of OECD countries have mandatory reporting statutes. The fact is that the United Kingdom does not do the same, and that is no help to anyone other than the offenders. We need to do something to implement the recommendations from the noble Baroness, Lady Casey. The amendment would give forces the necessary data to record, analyse and respond to different dynamics in different communities. Publishing data would prove to the public that the Government are not concerned with accusations of bigotry but focused on outcomes. These are clear benefits in this amendment for noble Lords’ efforts to tackle crime and reduce reoffending. I hope the Minister has considered it carefully.
