My Lords, I thank the noble Baronesses, Lady Hamwee and Lady Jones of Moulsecoomb, for tabling these amendments. I was pleased to hear mention of two organisations: one which I used to chair, the Prison Reform Trust, and one which I now chair, the Women’s Justice Board. I am grateful for the opportunity to clarify the Government’s position on this issue. In doing so, I hope I will address the noble Baronesses’ questions, and reflections raised by other noble Lords at Second Reading. I agree with the noble and learned Lord, Lord Thomas, that there are too many women in prison, and that is why we set up the Women’s Justice Board to come up with a plan to fix that.
