The noble Lord is absolutely right: we must ensure we have extremely good support, via the police service, for improving the quality of senior officers. If he looks and the Crime and Policing Bill in detail, he will see that there are measures to improve training, support, promotion opportunities, quality, vetting and other mechanisms, in relation to improving the quality of police officers. Again, it is important that the policing individual for the mayor’s office, or the police board, holds the chief constable to account. In the case that he mentions, it is arguable that that did not happen to the extent that it should have done. There is an important distinction between budget, holding to account and agreeing a plan versus day-to-day operational activity. Improving the quality of staff is absolutely important, and that is what our new proposals in the Crime and Policing Bill are designed to do.
