My Lords, the amendment of the noble Baroness, Lady Willis, seems to be amazingly modest. If I had written it, it probably would have been far more complicated and have no chance of being passed by this House. But it really needs to be in the Bill. New towns will be on the map and inhabited for hundreds of years—we hope, if we manage to solve climate change—so it is crucial that the elements that make them up are there at the beginning. Those need to be statutory, compulsory and mandatory because, as we all know, at various points in the evolution of these new towns, there will be financial issues and constraints. That would also allow us to consider not just biodiversity but human health in those new towns, which is absolutely key. I hope that the Government will take heed of this, and that those green and blue spaces will be additional to any biodiversity net gain.
