    9. What assessment she has made of the adequacy of the DVLA’s performance levels.

In 2025-26, the Driver and Vehicle Licensing Agency issued 12.3 million driving licences, processed over 100 million individual customer transactions and issued 18.5 million vehicle registration certificates. We recognise that improvement is needed on the time taken to process medical driving licence applications, and plans are in place to address this.

An increasing number of constituents are coming to me with problems getting their licence. One example was a lady who had dementia; she passed all the tests but had months of delays trying to get her licence, eventually having to take her complaint to the chief executive to get an answer, only for the licence to be backdated, meaning she will have to go through the whole rigmarole again in a few months’ time. That is not an isolated case. I have constituents with diabetes and epilepsy, who are all suffering. What is the Minister doing to ensure we can speed the process up so that people can get back on the road as soon as they are medically fit?

I recognise the hon. Member’s concerns, and I have asked for further information on some the matters he has raised. We are taking steps to tackle the issue. We have introduced a new digital casework system, we are recruiting additional staff, and the automation of routine processes is happening. Things are moving in the right direction. In 2022-23, the average number of working days to complete a medical licensing application was 89; this time last year it was 76; it is now down to 66; and we want to get it down to 45 by March next year. I can assure the hon. Member that we will do everything in our power to ensure that happens.

I am not certain that the Minister is right when he says that the DVLA is getting better. Its operating surplus is forecast to collapse by 54%. The DVLA is spending £96 million a year on postage and printing, despite a plan to move 85% of transactions online. The DVLA has committed to delivering £5 million in efficiency savings, yet expenditure is forecast to increase by £59 million in the same year. As my hon. Friend the Member for Hinckley and Bosworth (Dr Evans) said, the position on medical licensing is out of control. The answer to a written parliamentary question from August revealed that the average time for a bus and lorry driver to get a decision is still an unacceptably high 64.8 days. Can the Minister come back with a detailed plan on how his Department is going to get a grip on what can only be described as a failing Government agency?

Well, if the agency was failing, then that was the condition we found it in when the hon. Member’s party left office. I am not entirely sure what he is complaining about. He is saying that we are spending more money on the agency, but that is to increase the number of staff, to improve automation and digital services take-up, and to make the service more efficient. There is a plan and it is working—the hon. Member should support it.
