Learner drivers must pass both parts of the theory test in one sitting. For many disabled and neurodivergent candidates, the concentration needed for the multiple‑choice section can cause fatigue that affects their ability to complete the hazard perception. Vocational licence theory tests already allow candidates to resit only the part they fail. Extending this to learners would reduce barriers without affecting safety.
