My Lords, I will speak on this important group of amendments, which touch on the crucial matters of climate change and, more specifically, overheating, energy efficiency and net-zero carbon developments. I thank the noble Baroness, Lady Bennett of Manor Castle, the noble Lord, Lord Ravensdale, and the noble Earl, Lord Russell, who have tabled these amendments. Their recognition of the pressing challenge that climate change presents and the role that planning and development must play in addressing it is both welcome and timely. In doing so, I wish to express our appreciation for the sentiment behind the amendments in their name and the desire to ensure that our built environment is resilient and sustainable in the face of changing climate. We on these Benches recognise the need to address climate change and overheating risks in our built environment. However, it is also essential that we balance these aims with the need to avoid introducing overly burdensome mandates and excessive regulation that could hinder much-needed housing delivery, achieving the 1.5 million homes and economic growth. I look forward to hearing from the Minister how the Government intend to address these important and pressing issues, ensuring that we both protect our environment and support sustainable development and homes that are much needed.
