My Lords, I will speak to Amendment 118, to which my noble friend Lady Jones of Moulsecoomb has attached her name. I will start by referring to the basic intention of the Bill, which is to use our prison places more effectively and to focus custody on those who most need to be there—an aim that many support. We all want a system that is proportionate and effective and that reduces the pressure on the prison estate, but we cannot pursue those aims at the expense—whoops, I think I am speaking to the wrong amendment. Are we discussing Amendment 118?
